§ 02 · THE INDEX BUILDER
Author a methodology in six steps.
Every parameter is a preset menu, not a free-form number — which limits the room to overfit and keeps any two methodologies comparable. Every option carries an evidence label; ideas our research refuted are not in the menu at all.

STEP 1
Define the universe
Who is even eligible: size segment, sector or industry scope, price and liquidity hygiene. Fixed before any signal is consulted.
STEP 2
Set the membership gates
Pass-or-fail conditions from the platform’s nightly analysis: momentum-compression state, trend structure, relative strength, an earnings blackout on additions.
STEP 3
Rank, select, and weight
When more names pass than the index holds, the ranking signal sets the order of merit; selection sets the count and spread; weighting sets the character.
STEP 4
Control the churn
Rank hysteresis so borderline names don’t oscillate. Caps on adds and drops per cycle. An annual turnover budget that binds.
STEP 5
Write the tax rules in
A re-entry embargo sized to the wash-sale window. Minimum tenure. A buffer at the long-term boundary. A quiet December. All in the document, not in a black box.
STEP 6
Publish it
A real inception date. Level 1000 tonight. A generated methodology document with version history, a factsheet, and a disclosure kit — created with the index itself.
§ 03 · THE REPORT
Every add, drop, and hold names its rule.
When a client asks why a name left the index, the answer is one line, not an investigation. Reconstitution runs on a schedule, never on a judgment call, and each report is archived with the methodology version that produced it.
§ 04 · TAX RULES, IN THE DOCUMENT
Tax logic you can read, not a black box.
Many platforms manage taxes at the account level, inside a proprietary engine. Here the tax logic is written into the methodology itself — published, inspectable, versioned — shaping when the index demands turnover so that following it stays compatible with tax-efficient implementation.

Re-entry embargo
A removed name cannot re-enter for a set period — index-driven turnover never itself demands a repurchase inside a wash-sale window. By construction.
Minimum tenure & the long-term boundary
New additions aren’t forced into quick round trips, and a buffer near the one-year membership mark avoids removals just before the long-term boundary — unless a name fails the gates outright.
A quiet December & a turnover budget
Non-essential turnover is suppressed in December, and an annual budget caps what the methodology may demand. Each index wears a tax-efficiency grade with its assumptions one click away.
